I believe it is always free will, choice, whatever one wants to call it. Some conditions may sway or influence the "will" or "choice" but ultimately we all decide, make the best choice at the time given all the variables. For example, I HATE the M S Medication, hate it's side effects and am enraged by the cost. For this month I choose to order it.
